I'm hardly the paragon of fashion, but that's not a suit, that's a top coat which is often worn over a suit in cooler weather/climes. While the collar is reminiscent of the collar of a "Mao Suit", which was the type of suit worn most famously (besides Mao Zedong) by James Bond villain Ernst Stavros Blofeld, Dr. Evil wore a suit more akin to a Nehru suit which zipped up as opposed to having buttons (like you would see on a normal Nehru jacket).
